Jacob Blake dispatch audio: 7 shots fired in under 3 minutes

Dispatch audio has revealed Jacob Blake was shot seven times in the back by a cop in front of his three young children less than three minutes after officers first arrived on the scene.

Police radio transmissions, Kenosha police statements, video footage and witness accounts have been used by the Journal Sentinel to create a detailed timeline of the events leading up to Sunday’s shooting which left Blake paralyzed from the waist down.  

It reveals that less than three minutes passed between the first cop arriving at the residential neighborhood in Kenosha Sunday evening and the black man being gunned down in the street by a white cop.

The audio also indicates that Blake was already making to leave the property of his own accord – where his girlfriend had dialled 911 to report that he ‘was not supposed to be on the premises’ – before cops arrived on the scene.  

The new details emerged the same day the Wisconsin Department of Justice said a knife was recovered from Blake’s vehicle after the shooting and claimed the father-of-six was reaching for the knife or it fell from his hand when he was riddled with bullets.

The cop who fired all seven shots was also identified Wednesday as seven-year veteran Rusten Sheskey, 31, who DailyMail.com can reveal faced disciplinary action back in 2017 for a violation of the force’s Safe Operation of Department Vehicle.

The timeline provides the most detailed timeframe for the shooting to date, as police have not released an account and there is no bodycam footage available as Kenosha cops do not wear them. 

The shocking incident begins sometime before 5 p.m. when a neighbor reportedly sees Blake barbecuing outside Blake’s apartment at 2805 40th St.

At 5:11 p.m. officers are called to the address to reports of ‘family trouble’.

A dispatcher is heard telling cops a woman – later said to be Blake’s girlfriend – called 911 and reported that Blake ‘isn’t supposed to be there and he took the complainant’s keys and is refusing to give them back.’  

The dispatcher also tells officers there is an alert for Blake wanted at that address. 

No details are provided over the nature of the alert. 

Blake had a warrant issued for his arrest over a domestic incident reported back in May.

TIMELINE OF JACOB BLAKE’S SHOOTING:  

Soon before 5 p.m. –  A neighbor sees Blake barbecuing outside his apartment at 2805 40th St. 

5:11 p.m. – Officers are called to the address to reports of ‘family trouble’

5:18 p.m. – Dispatcher says sheriff’s deputies are on their way and state patrol is being notified

Around a minute later, at 5:12:07 p.m., a cop is heard telling the dispatcher he is close to the scene but has not yet arrived.  

At 5:13:47 p.m. a cop asks the dispatcher for a description of Blake.  

The dispatcher reports that the woman has said Blake is trying to leave the scene.  

She tries to get a description of Blake’s car from the woman but says the woman has become uncooperative, hung up the phone and did not provide details of the car. 

The officer tells the dispatcher he has now arrived at the address.

Less than a minute later at 5:14:28 p.m. a second officer arrives on the scene. 

At 5:15:37 p.m. a third cop is heard urgently radioing dispatchers asking to send more officers and three more squads are dispatched, the Sentinel reported.

It is around this time – less than two minutes since the first cop arrived on the scene – that smartphone footage shows Blake and two officers embroiled in a scuffle around the passenger side of Blake’s SUV. 

Moments later, Blake walks round the front of his SUV tailed by two male cops and one female cop with their guns drawn, as is revealed in the now infamous smartphone footage shot by a neighbor across the street. 

The shocking footage shows the two male cops pointing their guns at Blake as he opens the driver’s door to his car and appears to try to get inside. 

At this point, Sheskey grabs Blake’s shirt and shoots him seven times in the back at point blank range, as his three young children watch from inside the car. 

His girlfriend also witnessed the moment he was shot.

Blake’s lawyers said in a press conference Tuesday that the bullets struck his spinal cord and resulted in the near-complete removal of his colon and small intestine and damaged his kidney and liver. He’s paralyzed but it’s not clear if its permanent

Another cop tells the dispatcher to move the radio traffic to a restricted channel so the public cannot hear while the dispatcher asks if all of the cops are okay. 

‘We need rescue ASAP,’ replies one cop.

At 5:18 p.m. the dispatcher says Kenosha County Sheriff’s deputies are on their way and the Wisconsin State Patrol is being notified. 

Bystander footage from the time shows cops giving Blake emergency medical treatment as he lies on the road in a pool of his own blood, before he is rushed to hospital.

Kenosha police released a statement just after 8 p.m. saying a man – who they did not identify – was in serious condition at Froedtert Hospital in Wauwatosa.

The timeline reveals the shooting of the black father happened quickly, raising questions about police efforts to deescalate the situation before shooting him. 

It also reveals Blake’s girlfriend – who told the dispatcher ‘that her boyfriend was present and was not supposed to be on the premises’ – told authorities he was already leaving the scene before officers arrived.

The incident is being investigated by the Wisconsin Department of Justice’s Division of Criminal Investigation. 

The department said it aims to provide a report within 30 days.

It is unclear if Blake had it on him when he was talking to police and no other weapons were found at the scene.   

Officials said cops tried to subdue Blake with a taser before opening fire.  

‘During the incident, officers attempted to arrest Jacob S. Blake… Law enforcement deployed a taser to attempt to stop Mr. Blake, however the taser was not successful in stopping Mr. Blake,’ officials said. 

In the incident officers yelled for Blake to ‘drop the knife’ as they followed him around the car, they said. 

Officials said Blake opened his car door and was either lunging for the knife on the floor board or it fell from his hand when Officer Sheskey unloaded seven bullets into his back.

Sheskey, who has been with the department for seven years, and all others officers involved in the shooting, have been placed on administrative leave during the investigation, officials said. 

Wisconsin Attorney General Josh Kaul said in a news conference that the other officers involved in the shooting will be identified ‘soon’.  

Blake continues to be in Froedtert Hospital in Milwaukee.

Family members said he was paralyzed by the shooting, but it’s unclear if it will be permanent. 

‘Because those bullets severed his spinal cord and shattered some of his vertebrae, it is going to take a miracle… for Jacob Blake Jr. to ever walk again,’ attorney Ben Crump said. 

Protests erupted in Kenosha following the shooting – which marks the latest in a string of incidents where black men and women have been killed or seriously injured by cops across America in recent months. 

At a protest Tuesday night, two Black Lives Matter protesters were allegedly shot dead by a white 17-year-old. 

On Wednesday afternoon 17-year-old Kyle Rittenhouse was arrested and charged for the shooting in Kenosha that killed the two protesters and injured another person in a possible vigilante attack just before midnight Tuesday.

The police-obsessed teen was arrested in his hometown of Antioch, Illinois, about 15 miles from Kenosha, and was charged with first degree intentional homicide.

He was arrested after video footage emerged him walking up to police with his hands in the air and his semi-automatic rifle slung across his body before the shooting.

The dead were identified only as a 26-year-old Silver Lake, Wisconsin, resident and a 36-year-old from Kenosha. The wounded person, a 36-year-old from West Allis, Wisconsin, was expected to survive, police said. 

Wisconsin Gov. Tony Evers authorized the sending of 500 members of the National Guard to Kenosha, doubling the number of troops in the wake of the shooting. 

The governor’s office said he is working with other states to bring in additional National Guard members and law officers. Authorities also announced a 7 p.m. curfew, an hour earlier than the night before. 

In Washington, the Justice Department said it is sending in the FBI and federal marshals in response to the unrest. 

The White House said up to 2,000 National Guard troops would be made available.

And in Orlando, the NBA’s Milwaukee Bucks, a team based in Wisconsin, didn’t take the floor for their playoff game against the Magic. 

It was later announced that all three NBA playoff games scheduled for Wednesday were postponed, with players around the league choosing to boycott in their strongest statement yet against racial injustice.
