Madhya Pradesh at the mouth of President’s rule!

Bhopal. The picture of politics in Madhya Pradesh is emerging from the present, it seems that the state is standing at the mouth of President’s rule. The assembly session will begin on Monday. Immediately after the Governor’s address, the Governor has given instructions to conduct floor test. But will the floor test be done? This question arises in the mind of every citizen along the political and administrative corridors of Madhya Pradesh?


The leaders of the Madhya Pradesh Congress side want this floor test to be deferred on one pretext. And get so much opportunity that they can convince their MLAs. However, a minister of the government has expressed doubt about the floor test. When the same question is asked to the Chief Minister and other Congress leaders, they speak from above that they are ready for the floor test but do not hesitate to say that the speaker has to decide. Obviously, the Congress side would like to avoid the floor test. Since the speaker belongs to the Congress, he has not opened himself yet and has said that see what action I will take tomorrow. The question arises that if floor test is not done then what steps should the Governor take in view of the violation of his instructions. In such a situation, there is every possibility that the Governor should recommend President’s rule.
The day of 16 March can also be the Governor’s Verses as Speaker as the Speaker will exercise his rights and the Governor will exercise his rights. For this, the books of the Constitution and the High Court of Nazir will be mentioned and experts will present the old references and evidence in this regard according to their side.
On one hand, the speaker will try his best to save the government. Therefore, floor test is not mentioned in the list of business issued by the assembly.


It seems that Monday 16 March will be a historic day in the politics of Madhya Pradesh.
Under what conditions do you think President’s rule?


In India, it is a term used to refer to governance when a state government is dissolved or suspended and state rule comes under President’s rule. Article-356 of the Constitution of India empowers the federal government at the center to sack that state government and impose President’s rule in that state in the event of failure of constitutional machinery in the state or blatant violation of the constitution. President’s rule also applies when no party or coalition has a clear majority in the state assembly.


This state of control is called President’s rule because, through this, the control of the state comes under the President of India instead of an elected Chief Minister. But from the administrative point of view, the State Governor is given executive powers by the Central Government. The Governor appoints consultants, who are usually retired civil servants, to assist in administration. Usually in this situation, the state follows the policies of the ruling party at the center.


During the President’s rule, if the leader of any party goes to the governor and convinces them that they have a sufficient number for a majority. In such a situation, the Governor is convinced that a government can be formed, in such a situation, he can recommend to end President’s rule and invite him to form the government. The provisions related to President’s rule are given in Article 356 of the Constitution.
