Two municipal councilors from the Ensemble Montréal party obtained a salary increase of more than $ 12,000, at the same time when the majority of their colleagues had to give up a raise due to the pandemic.
In November, the Pierrefonds-Roxboro borough council voted a salary hike for its local elected officials Louise Leroux and Yves Gignac.
Their base pay jumped 38%, from $ 31,953 to $ 44,244 per year.
They are borough councilors, that is to say they only participate in local decisions in Pierrefonds. They are paid less than the elected officials who take part in the city council, in Montreal city hall.
Pierrefonds Mayor Jim Beis admits the timing of the vote was not right.
“It can be seen as a decision taken in the midst of a pandemic, but it is not,” he says. It had been planned since 2019 and we were supposed to do it in March. With the pandemic, we postponed the case, but we wanted to apply the retroactive increase [pour toute l’année] 2020 and therefore the regulations had to be passed before the end of the year. “
Mr. Beis justifies this salary increase, because “the advisers are more and more solicited by the citizens”.
“In 2019, several boroughs increased the salaries of councilors,” he adds.

Elected officials from Outremont were due to vote for a salary hike in April, but backed down due to the pandemic.
“In October, the decision was taken not to go ahead, at least for now,” said the mayor’s chief of staff, Joël Simard-Ménard. There remains an inequity between borough councilors and city councilors. “
Freeze for other elected officials
The decision to spend an additional $ 24,000 on wages in Pierrefonds was taken two days before the mayoress of Montreal, Valérie Plante, announced a salary freeze for all elected municipal officials for 2020 in order to save $ 120,000.
“These days, all savings are welcome,” explained Mr.me Plante to justify abandoning the 2.1% wage indexation.
